You could probably find a doll top hat and dress it up. Cardboard would be fine for the top of the hat and the brim but for the sides you need something more flexible maybe like a thicker poster board. Cover and glue your hat in the fabric of your choice and decorate it with feathers or whatever you want. I've never tried it but in theory it should work.
forgot how to tell you to cut it. cut a circle or oval shape out of the cardboard, thats your top. Get the poster board and measure it around your top of your hat and cut it accordingly to the size of your top. Cut enough at the bottom of the poster board so the height of your hat is the way you want. Glue the card board top and poster board together. Cut a strip of card board for your brim. Glue the brim around the bottom of the fabric. Get your fabric and cover your hat and glue the fabric on. Decorate accordinglyWhat are the materials used for creating hats?
I suppose cardboard will work, but there is a material called buckram that is used to add support to fabric items. I have even found it at my local craft store in the drapery section as it is also used to hold the shape of some window treatments and reinforce stress points.
